Framework for Mental Health Services in Scotland

In Britain, many of the rules for the health service are not laws but are guidelines issued by government departments. One of these guidelines currently being discussed is a "Framework for Mental Health Services in Scotland" which was issued by the Scottish Office in October (for responses by the end of January 1997). This is a joint National Health Service and Social Work document which seeks to promote "multi-agency and multi-disciplinary working".

The document is very long but includes some useful tables which illustrate the services which should be provided. For example:

THERAPEUTIC SERVICES
Moderate mental health problems people who need short-term, focused treatment
  • supervised counselling
  • self-help groups
  • psychological therapies
Long term support For those with substantial history of severe and ensuring mental health problems…high risk of homelessness… frequent crisis… difficult to keep track of.
  • specialist targeted team
  • rehabilitation services
  • assertive outreach
  • staffed accommodation
